In the evolving landscape of health data management, the concept of a Health Data Utility (HDU) has emerged as a critical component for modernizing and integrating health information systems.

An HDU is a not-for-profit organization dedicated to fostering information exchange and multi-stakeholder governance to effectively address the health data needs of a specific jurisdiction. Operating much like a public utility, an HDU facilitates secure, standards-based health data exchange across both public and private sectors within a state or region.

HDUs don’t just enable data sharing—they allow stakeholders to share significant technical capabilities, such as master patient indexing, data normalization, longitudinal records, and real-time notifications, which can support public health reporting, emergency preparedness, value-based care, and social data integration.
